Fact Anchor Event (22 base36 digits)
A 22 digit base36 is a large number (1.7e34 in base10) that is almost as big as an UUID, it identifies a Fact Anchor within a Fuzzy Block.
A 22 digit Base36 number can be represents by 114 bits of information e.g. the first 114 bits of a sha256 hash.
