While the value of compute ownership to each individual owner is immediate from day one, the overall value to the whole country might take longer.
Initially the compute power and thus the value delivered by an individual compute owner to the country is small, but as more of them start working together, leveraging off each other's compute, the value will increase exponentially.
This is in contrast with cloud compute where they compete with each other, cloud compute's value to the country increases only linearly, proportionally to each added cloud compute.
Structure
The Citizen Startup Movement is structured roughly similar to that of the International Red Cross and Red Crescent Movement with hundreds of independent National Societies working together through 2 independent International Organisations :

National Societies in the Compute Ownership Movement is similar to Red Cross National Societies in that they are auxiliaries, they integrate with local governments in a tighter manner than typical of non-governmental organisations (NGOs).

2. National Societies
National Societies may be for-profit or non-profit and are normally jointly owned by the governments and their citizens (the percentage of government ownership will vary from country to country).
Unlike Red Cross National Societies, the Compute Ownership National Societies typically hold substantial assets e.g. patents, infrastructures, citizen data etc. and may be listed on the local stock exchange.
National Societies owns the intelliual property of a country and performs country level coordination roles in a country. The actual compute are mainly performed by smaller regional organisations called Citizen Ecosystems underneath them. These citizen ecosystems are region based and are similar to Divisions with Red Cross National Societies.

Cyberspace Integrators put a set of Citizen Applications and Crowd Infrastructures together to form a ready to use Private Cyberspace that can be installed on mobile phones with just ONE CLICK.
They are NOT allowed to develop the software (role of Application Developer) nor build the hardware (role of Infrastructure Builder) for Private Cyberspaces nor enforce rules between them (role of Ecosystem Coordinator).
The Separation of Powers principle is a major driver for innovation and quality within Citizen Synergy, it does not stop at just the supporting organisations mentioned above, it applies to every component and operation within each module also.
So long as the separation does not affect the quality of the module negatively by too much - the component or operation within a module should be divided between more independent parties.
